The comments were very intriguing.

“Why is anyone worried about some able-bodied man who decides he doesn’t want to work? He’s choosing this life and enabling doesn’t help?”

“They probably have tri-fold glossy brochures that show the benefits available, current decriminalization/non-prosecution policies, top camping locations, average weather, etc. for Portland, Seattle, San Francisco, Los Angeles, Orange County, San Diego, etc.”

“The people in Billings realized that being homeless during the winter there can kill you.”

“Probably jail or bus ticket. He doesn’t give a hoot where he’s homeless. Define ethical. How do you help someone who doesn’t think they have a problem? Send him to the city that doesn’t think he has a problem.”

“Montana is smart.”
